UK and Scottish Governments Disagree Over Footing the £24.5m Cost for Trump and JD Vance Trips

The British administration is being urged to "step up" and cover the £24.5m expense incurred during recent visits by former President Trump and Vice-President Vance to Scotland, according to a senior Scottish minister.

Significant Provisional Costs Disclosed

Preliminary expenses amounting to nearly £24.5 million for the two official trips have been published by the administration in Edinburgh.

Ivan McKee labeled the Westminster's refusal to offer financial support as "ridiculous," arguing that both visits were obviously work-related, pointing out that the American leader held discussions with European Union chief Ursula von der Leyen and UK prime minister Sir Keir Starmer during his summer stay in Scotland.

Details of the Trips and Related Security Expenses

Donald Trump toured his golfing resorts at Turnberry in Ayrshire and Menie over a five-day trip in July, while US vice-president JD Vance spent approximately four days in Ayrshire in August.

In a written communication to the Treasury minister James Murray, Scotland’s finance secretary stated that the visits placed "substantial operational and financial burdens on public services in Scotland, particularly the Scottish police force."

The Edinburgh administration calculates that the estimated expense for policing the presidential visit alone was £21m, which reflected peak daily deployments of more than 4,000 officers, while expenses for the VP's visit were about £3m.

Large-Scale Policing Operation

This extensive security mission was the largest in the country since the death of the late Queen in 2022, and involved regional police, national divisions, special constables and officers from across the UK for specialist support.

Robison wrote: "After your choice not to provide funding to the Scottish government for costs incurred in relation to the trip of President Donald Trump to the nation in July 2025 and the subsequent trip of VP JD Vance, I am contacting you to request that you review this stance and provide full reimbursement for the expense of the trips."

UK Government Reply and Previous Example

The UK government stated that the trips were personal and "not part of official government duties." A spokesperson added: "Holyrood are responsible for policing costs in Scotland as per agreed devolved funding arrangements."

While the Finance Secretary pointed to past instances where the UK government covered the cost of Trump’s 2018 visit to Scotland, it is understood that visit came after a official UK government invitation, in which instance it covered security costs under its funding guidelines.

"Westminster needs to step up and pay. I think it’s ridiculous, it was clearly a official trip … Particularly when you have the PM Sir Keir meeting with Donald Trump, having press conferences with him, conducting global diplomacy with them, its really hard to believe to say this was just a private holiday trip."
