What is the Legislative Council in the Hong Kong SAR: A 30-Second Explanation.

The Hong Kong Special Administrative Region's Legislative Council functions as a regional legislature with the authority to create and amend legislation for the city. Yet, elections for this body have experienced a significant decline in meaningful opposition during a period of significant governance transformations in the last decade.

After the 1997 handover, a principle of a dual-system arrangement was put in place, pledging that Hong Kong would retain a measure of autonomy. Over time, analysts argue that civil liberties have been steadily diminished.

Significant Developments and Shifts

In 2014, legislation was put forward that was designed to allow residents to elect the Chief Executive. Notably, this process was confined to nominees pre-approved by the mainland government.

In 2019 experienced extensive demonstrations, culminating in an incident where protesters accessed the legislative complex to demonstrate against a proposed extradition bill.

The Impact of the NSL

Implemented in June 2020, the NSL handed extensive authority to central authorities over Hong Kong's affairs. Acts such as collusion were criminalized. Following this law, every major opposition organization ceased operations.

Today's Election Process

Elections for the legislature are regarded as Hong Kong's main political exercise. Nevertheless, laws introduced in recent years now stipulate that only hopefuls deemed loyal are eligible to contest seats.

  • Membership Structure: At present, only 20 out of 90 seats are chosen by popular vote.
  • The Majority: The balance are selected by a government-aligned body.
  • Proposed Standards: Newly suggested requirements would require legislators to unequivocally back central authority.

Electoral Turnout

With other forms of protest now restricted, voter abstention has become one of the remaining legal ways for residents to express dissent. This has led to unprecedentedly low participation rates in recent LegCo contests.
